Program Executive Officer Land Systems (PEO LS), Quantico, VA 22134 intends to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract on a noncompetitive basis (see attachment).
THIS IS A REQUEST FOR WHITE PAPERS ONLY for innovative technologies that accelerate attainment of critical technologies for Human Intelligence (HUMINT) Advanced Data Collection, Processing, Analysis, Visualization and Artificial Intelligence (AI) Tools. In this context, innovative means any new technology, process, or business practice, or any new application of an existing technology, process, or business practice that contributes to enhancing of INSCOM’s military effectiveness and sustaining global peace and U.S. national security.
The purpose of the contract is to provide student transportation services. Safety is of the highest priority entrusted to the Contractor under this contract. The Contractor shall provide all personnel including drivers, safety aide, safety attendant, supervision, services, supplies, and/or equipment necessary to perform student transportation services at the School Complex. Contracted services shall comply with DoDEA and Host Nation requirements for student transportation.
Air Force requires its leaders and key personnel, trained with understanding of Air Force planning, programming, budgeting, and execution (PPBE) process. HAF/A8PE and HAF/A8X requires the Contractor to use Government approved training suite of courses to ensure personnel involved with Air Force PPBE process are prepared for their assigned duties and responsibilities. HAF/A8PE and A8X requires highly qualified contractor subject matter experts (SME) to conduct this essential training requirement.

DoDEA requires an interactive technology for heart rate monitors that (1) allow teachers to build a student wellness portfolio delivering heart rate data daily-to-yearly and (2) provide performance metrics that correlate to academic and social and emotional growth. The technology must be able to meet DoD’s information technology, cybersecurity, and privacy requirements and the monitors must be able to be durable for use in secondary level indoor and outdoor physical education (PE) classes. DoDEA expects to purchase heart rate monitors that include a charging and storage case, classroom reader, and assessment software. DoDEA expects to award one contract with a five-year base period.
