These operations will require staffing by individuals vetted and trained to provide services directly to the public for these particular mass care operations. Services required may be complete, turnkey staffing solutions or may include provision of only a few components that are not already provided by the site or another state partner. Requirement encompass all the above and will be referred to as Service Needs throughout this document.
