The Government intends to award without discussions and the Government reserves the right not to make an award at all.Requirement: The 711th Human Performance Wing (HPW) requires Cincinnati Hotel Accommodations for students participating the Center for Sustainment of Trauma and Readiness Skills (C-STARS) program at the University of Cincinnati Medical Center.
•(c) For the purpose of conducting discussions, if the Government rates the Technical factor as "Unacceptable" or if the Government determines that there is some other deficiency or uncertainty relative to an offeror's proposal, the entire proposal will be rated "Unacceptable."
