The authority for this action is the Federal Acquisition Regulation (FAR) 13.106-1(b), which states “For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand-name, or industrial mobilization).”
The National Science Foundation intends to issue a sole source order to Vernon J. Edwards Consultant, DUNS 996475261 for the on-site classroom training course titled, "The Source Selection Bootcamp" in the amount of $25,000. NSF's market research has identified Vernon J. Edwards Consultant as the only company offering this training or a similar training.
