The FAA is conducting market research for an Air Traffic Control Specialist (ATCS) Medical Evaluation Subject Matter Expert (SME) to provide a professional review of records. The Contractor must independently review records for each identified ATCS including but not limited to medical applications and all pertinent medical documentation. (See the attached Statement of Work (SOW) for additional details).

Traffic Control Specialist (ATCS) case reviews.The Government intends to award multiple contracts for this effort to vendors who are found capable and responsible to provide the services outlined in the Performance Work Statement as long as case reviews are needed.

ACR will conduct a Barrier Analysis associated with the Air Traffic Control Specialist (2152), Aviation Safety Inspector (1825), Airway Transportation Systems Specialist (2101), Executive Service ((ES), and other Mission Critical Occupations (MCO) vital to the Agency mission.

The ATSA consists of several subtests acquired through two vendors. The FAA has used the ATSA for the past five years, and intends to continue administering it until September 2026, at which time a new validated test or test battery (hereafter, test) must be implemented. Prior to implementation, the new test must be tested and launched by our test administration vendor on their platform. Given the lengthy and safety-critical nature of the test development and validation process, the FAA is seeks to begin the process now.The purpose of this contract is to retain a properly qualified contractor to develop and validate a new pre-employment controller selection test to replace the ATSA.
