  Naval Air Systems Command (NAVAIR) intends to negotiate and award a Firm Fixed Price order under Basic Ordering Agreement (BOA) N00019-18-G-0025 to Rolls Royce Corporation (RRC), Indianapolis, IN, for systems engineering and logistical and management support services for T56 Series IV (SIV) engines in support of the French E-2C Aircraft Foreign Military Sales (FMS) program.

Foreign contractors are permitted at the prime contract level, provided they have been approved by the Foreign Disclosure Office. Product/Service Code: 1560 Respondents must specify in its response whether it is a large business, small disadvantaged business, 8(a) concern etc., and to specify if they are a U.S. or a foreign-owned firm.

Government intends to solicit for the repair of: 1 Actuator, Electro-Me NSN: 1680-015315440, P/N: 541994-3-1, in support of Foreign Military Sales. The government does not possess (or cannot provide) the data necessary to perform the required repairs or manufacture of the item. All responsible sources may identify their interest and provide capability statements in response to this notice.

This solicitation is for the procurement of BRU-57/B Bomb Rack Ejector to support the F16V aircraft for Foreign Military Sales customers (reference to pre-solicitation FA852021R0005). Future requirements for BRU-57/B for the United States Air Force are also contemplated. It will be a Firm-Fixed price Requirements contract under FAR 16.503 with a one year basic ordering period and four one year ordering periods.

The Government is conducting market research to identify potential sources that possess the data, expertise, capabilities, and experience to advise multiple FMS countries on their Aircraft Engine Test Cell requirements, manufacture the Test Cell, install that Test Cell in FMS location, and provide ongoing maintenance services to sustain FMS aircraft engine test equipment. Test Cell includes an Engine Test Stand and a Hush House.
