  Naval Air Systems Command (NAVAIR) intends to negotiate and award a Firm Fixed Price order under Basic Ordering Agreement (BOA) N00019-18-G-0025 to Rolls Royce Corporation (RRC), Indianapolis, IN, for systems engineering and logistical and management support services for T56 Series IV (SIV) engines in support of the French E-2C Aircraft Foreign Military Sales (FMS) program.

Foreign contractors are permitted at the prime contract level, provided they have been approved by the Foreign Disclosure Office. The Naval Air Systems Command (NAVAIR) awarded a Cost Plus Fixed Fee (CPFF) Indefinite Delivery, Indefinite Quantity (IDIQ) Contract to Lockheed Martin Rotary and Mission Systems (LM RMS), Owego, New York, for the procurement of supplies and services in support of the H-60 Helicopter Program, which includes all legacy aircraft and Foreign Military Sales (FMS) variants.

The Government is conducting market research to identify potential sources that possess the data, expertise, capabilities, and experience to advise multiple FMS countries on their Aircraft Engine Test Cell requirements, manufacture the Test Cell, install that Test Cell in FMS location, and provide ongoing maintenance services to sustain FMS aircraft engine test equipment. Test Cell includes an Engine Test Stand and a Hush House.
