The updated plan must be compliant with the Disaster Mitigation Act of 2000 (DMA 2000) and any new FEMA compliance requirements since the first plan was adopted in 2006. Only those consultants with all-natural hazard mitigation planning experience will be considered as qualified. SMC expects to negotiate a contract for this plan update work on September 3, 2021.
In order to meet these needs, the City of Westminster has applied for and received an award of funds from the Hazard Mitigation Grant Program (HMGP) for the development of a local Hazard Mitigation Plan (HMP) Update. The City has also made substantial progress in developing an all-hazards community risk assessment to support mitigation and emergency planning.

1.1 Introduction/Purpose The Ventura County Operational Area (OA) Multi-Hazard Mitigation Plan was created in 2005 and was updated in 2010 & 2015. This is a multi-jurisdictional plan that identifies and addresses all-hazards, to include natural, technological and human-made disasters. The hazard mitigation planning process also encompasses work on the County’s National Flood Insurance Program – Community Rating System (CRS).
In addition, the plan will be aligned with the 2018 State of Colorado Hazard Mitigation Plan. Clear Creek County’s previous All Hazard Mitigation Plan, adopted and approved by FEMA in 2016, expires in 2021.
