Under this contract JHU/APL shall provide research and development for Air Force applications ofengineering, analysis, design and development that are relevant to AFRL/RY as specified in each taskorder. Specific tasks to be performed under this contract must be in at least one of the corecompetencies in Paragraphs 1.1 to 1.8.
JHU/APL will provide research, development, and engineering support for the development of DoD systems under the cognizance of AFRL and within the criteria for UARC work established by the Director, Defense Research and Engineering (DDR&E). JHU/APL's UARC status is defined in terms of its core competencies. These competencies, except for its undersea competency, define the scope of this contract.
This RFP was issued as a sole source to the Johns Hopkins University Applied Physics Laboratory (JHU/APL), because a University Affiliated Research Center (UARC) is required to effectively perform this kind of R&D pilot, and JHU/APL is the only UARC with the expertise and experience capable of doing this work.
JHU/APL is a nonprofit organization operating as a division of The Johns Hopkins University of Baltimore, Maryland. JHU/APL has been designated by the Assistant Secretary of Defense for Research & Engineering (ASD RE) as a University Affiliated Research Center (UARC). As a UARC, JHU/APL is required to conduct its operations in accordance with the UARC Management Plan.
