The Centers for Medicare and Medicaid Services (CMS) intends to negotiate on a sole-source basis with Johns Hopkins Applied Physics Laboratory (APL) for research and development services for advanced analytics within the Office of Enterprise Data & Analytics (OEDA). Authority for this sole-source negotiation is found under FAR Subpart 6.302-3, Industrial Mobilization; Engineering, Development, or Research Capability; or Expert Services.
JHU/APL will provide research, development, and engineering support for the development of DoD systems under the cognizance of AFRL and within the criteria for UARC work established by the Director, Defense Research and Engineering (DDR&E). JHU/APL's UARC status is defined in terms of its core competencies. These competencies, except for its undersea competency, define the scope of this contract.
This contract will require JHU/APL to conduct fundamental, applied, and advanced research to enable kinetic and non-kinetic weapons technoloyg development.
