Government desires to procure Personal Presentation Items (PPI) Baseball Hats and T-Shirts. Please note that due to the procured items qualifying as Clothing [Headwear and T-Shirts] this requirement is subject to the Berry Amendment. The Berry Amendment restricts the Department of Defense (DoD) from procuring certain items that are not grown, produced, reprocessed, or reused in the United States (U.S.).
A domestic source is needed to produce Grosgrain rayon ribbon used on Men's Army Drill instructor hats. The fabric, rayon, is under a Domestic Non Availability Determination (DNAD) and can be sourced non-domestically. Manufacturer of the ribbon must be in the United States. Attached is the spec for the Men's Drill Instructor hat. See paragraph. 2.2.6 specific to the ribbon.
