The contractor would be responsible for the providing the materials, supplies and equipment to be used to make the t-shirts. They are men sizing and will be provided for men and women.
The US Government to procure US Army branded hooded sweatshirts to help aid in recruitment efforts. Hooded Sweatshirts shall be a USA made, 8oz heavy fabric 50% USA grown cotton, 50% polyester Double-lined hood with color matching drawstring at neckline. Double needle stitched front pouch pocket, waistband, and cuffs. The ends of the drawstring will be tied off and sealed to avoid fraying. Sweatshirt color shall be black.
