\n\nIn 2021 the Kent HOME Consortium, consisting of Kent County and the City of Wyoming, received a\nHOME-ARP grant award from the U.S. Department of Housing and Urban Development (HUD) to reduce\nhomelessness and increase housing stability. In 2022, the Kent HOME Consortium conducted a needs\nassessment and gap analysis to develop its HOME ARP Allocation Plan.
Identifies the PJs priority needs for qualifying populations; and, Explains how the PJ determined the level of need and gaps in its shelter and housing inventory and service delivery systems. 2. HOME-ARP Activities: The HOME-ARP allocation plan must describe how a PJ will distribute HOME-ARP funds in accordance with its priority needs.
Allocation Plan. • Prepare the City’s HOME-ARP Allocation Plan, which will include at a minimum, all requirements as required by the US Department of Housing and Urban Development (HUD). • Assess housing needs and priorities given current market conditions and projected growth trends for qualifying populations. • Identify any gaps within the City’s current shelter and housing inventory as well as the service delivery system. • Describe how the City
PJs are not required to describe specific projects to which the preferences will apply in the HOME-ARP allocation plan. However, a PJ must explain how the use of a preference or method of prioritization will address the unmet need or gap in benefits and services received by individuals and families in the qualifying population or category of qualifying population, consistent with the PJ’s needs assessment and gap analysis.
Consultant will fill out the public participation, homeless needs inventory and gap analysis, and housing needs inventory and gap analysis tables included in the HUD Allocation Plan Template. 3.
