Army, Project Manager Self-Propelled Howitzer Systems (SPHS), Product Lead Extended Range Cannon Artillery (ERCA) INC 1c, is interested in gauging industry interest and capability relative to the potential acquisition of a quantity of 51 (annual increments of 15, 18 and 18 respectively over the course of three years) of Honeywell’s high-performance, shock-Artillery Tactical Advanced Land Inertial Navigator (aTALIN) Inertial Navigation Units (INU),
Capability white paper shall not exceed 5 pages if submitted in narrative form or 10 pages if submitted in briefing form.Both documents shall be submitted electronically but may be combined for ease of transmittal.Operational DescriptionThe Army plans to continue modernization of the Advanced Field Artillery Tactical Data System (AFATDS).
The anticipate period of performance is 12 months with two (2) twelve (12) month options, Firm-Fixed-Price (FFP) contract for engineering support ot the Artillery Tactical Advanced Land Inertial Navigator (aTALIN) part number HH0033A4. This includes system engineering data analysis and Inertial Navigation Unit Built-In Test failure troubleshooting. This is a brand name requirement for aTALIN part number HH0033A4 and its internal components.
As stated on 4 December 2018, the Government intended to reassess the procurement strategy related to this effort. The reassessment is complete. The results of the reassessment indicate that the original authority provided for under the original J&A is still valid. The narrative contained within, however, is hereby updated to convey more accurate information.
Attached is the Advanced Field Artillery Tactical Data System (AFATDS) 7 (Contract HC1208-17-C-0001) Justification for Other Than Full and Open Competition (OTFAOC), pursuant to statutory authority of 10 U.S.C. 2304(c)(2) and FAR 6.302-2. IAW FAR 6.305(b), it is posted within 30 days after contract award and will remain posted for 30 days IAW FAR 6.305(d)(3).
The Goverment is accepting bid responses. The due date for responses is 28 March 2019 due to Exstention Request.
