Capabilities must include experience and facilities for development, laboratory and field-testing, and fabrication of the energetic and mechanical assemblies similar to the M3 Demolition Attack Munition. The offeror must have facilities to store the High Explosive (HE) and Ammunition, Arms, and Explosives (AA&E) Category II.
