The GTM, in conjunction with subordinate Aviation Advisors, monitors and evaluates aviation support contractor performance in all aviation functional areas, to include operations, maintenance, safety, and logistics through performance of oversight duties ensuring contractor compliance with INL/A standards of performance.  

The Office of Aviation (INL/A) provides comprehensive aviation support services and contract oversight to various aviation programs in Central & Latin America and Iraq. INL/A uses a mixed fleet of fixed and rotary wing aircraft to performs this mission.The purpose of this Personal Services Contract is to fill the position of Senior Aviation Advisor (SAA) for the INL/A aviation program at U.S. Embassy Costa Rica.

The Senior Aviation Advisor serves as the senior in-country aviation advisor in Afghanistan and provides program implementation, direction, mission execution, contract oversight, compliance, and evaluation in support of all DOS funded aviation transportation services.SCOPE AND EFFECTIVENESSThe PSC performs broad and extensive assignments related to a complex aviation program in Afghanistan, known as Embassy Air.

Evaluate contractor performance IAW the Aviation Support Services contract Quality Assurance Surveillance Plan. 11. As required by the SAA, assign work to subordinate PSC aviation advisors based on priorities, difficulty of assignments, and employee capabilities. Give advice and instruction to subordinate aviation advisors on both work and administrative matters.
