This competitive award process is a 100% Set-Aside to Small Businesses Administration 8(a) program participants. Offerors must be registered in System for Award Management (SAM) and possess the SBA 8(a) certification letter for their company to be eligible for award. Further award eligibility requirements are contained in the terms and conditions of the SIR. This project is funded by the Bipartisan Infrastructure Law (BIL).
