Added:Oct 08, 2019 3:50 pmDFAS is seeking continuing dialogue with the United States Financial Institutions (FI) industry to determine the level of interest in competing for potential future award of the Overseas Military Banking Program (OMBP) contract.
The Defense Finance and Accounting Service (DFAS) intends to issue a Request for Proposal (RFP) to fulfill this requirement which it intends to manage as the DoD Overseas Military Banking Program (OMBP) through the DFAS, Program Management Office (PMO).The OMBP provides banking and financial services for United States (U.S.) forces deployed as well as DoD civilians assigned to overseas locations in a number of allied countries.
DFAS is reviewing the current DoD OMBP business model for delivery of commercial banking products and services. The current business model has existed in similar form for more than 30 years. The Government is receptive to adopting a business model that may more reflect the current climate of the U.S. banking industry.

This is for the FY 19-20 Overseas Military Banking Program. Thisprogram provides commerical banking products and services to authorizedindividuals stationed overseas at designated DoD overseas Military BankingFacilities and through a network of ATMs.
The subject matter of this Contract is the provision of banking services and financial education for youth in DCF custody. Detailed services and requirements to be provided by Contractor are described in Attachment A.
