The City of Richmond is accepting bids for the construction of 2nd / 3rd Street Bike Infrastructure, Ph 2 (UPC 118804) to provide general contracting services that include but are not limited to converting existing on-street parking into a two-way cycle track that is protected by a buffer and parked vehicles on 3rd Street from Franklin Street to Byrd Street. Bike improvement along 2 nd Street starts at Spring Street to Byrd Street.
Work will include ensuring the updated study is consistent with the City’s current General Plan, Downtown Specific Plan, Bikeways and Trails Master Plan, Active Transportation Plan, South Livermore Valley Specific Plan, and the Livermore Area Recreation and Parks District (LARPD) Master Plan and standards.

6 Tie-Break: As per the State of Massachusetts’s recommended tie-breaking policy, in the event that there is a tie bid between two (2) responsive and responsible bidders, the award of the contract will be determined by a coin toss. The bidder whose submission was received earliest shall be assigned “Heads” in the coin toss. In the event that there is a tie bid with three (3) or more responsive and responsible bidders, the award shall be made by a draw by lot limited to those bidders.
