The IPCC’s Fifth Assessment Report demonstrates that climate change affects Indigenous peoples more severely and earlier than other populations. Many tribes and Native communities are located in remote and coastal locations, which increases their vulnerabilities to flooding and wildfire. Furthermore, subsistence and cultural practices rely on healthy ecosystems that are stewarded by Native peoples.

The following deliverables are required:Conducting a jurisdictional scan of the top 3 countries on-track to achieve their GHG targets, as well as cities such as Vancouver and New York, to identify an optimal structure of climate teams within their corporation as well as any enabling climate policies at a municipal scale in order for OCCEM to build the needed capacity to meet current and evolving future climate change and energy management requirements
A cost no fee type of contract was awarded for the Contractor's research proposal entitled "Integrated Assessment of Climate Change Impacts to Groundwater, Stormwater, and Wastewater Infrastructure at Coastal Military Facilities" in response to Broad Agency Announcement W912HQ22S0003. The assigned Department of Defense Environmental Security Technology Certification Program project number is CR23-7762.
The Standing Offer will have the following work streams, offerors may submit offer on one or multiple streams: (1) Climate change resiliency and infrastructure, (2) Greenhouse Gas (GHG) mitigation and infrastructure, (3) Integrated low-carbon resilience and infrastructure, (4) Indigenous lens on climate resilient infrastructure and low carbon approaches, and (5) Natural Infrastructure and Nature-based Solutions.
