This project will construct a consolidated MilStar Satellite Communications Station for Offutt Air Force Base, NE.  Primary facilities will include a communications facility, special foundations, and redundant power generators.  Intrusion Detection System (IDS), Closed Circuit Television (CCTV) installation, and Energy Monitoring and Control Systems (EMCS) connections will be provided. 

The work for this project includes, but is not limited to, the construction of an Electronic Equipment Building (EEB), Antenna Foundations for the AN/GSC-52B Medium Satellite Earth Terminals, and supporting infrastructure (site preparation, utility work and supporting facilities) that will support the DoD Teleport Satellite Communications System located at the Australian Defence Satellite Communications Station (ADSCS) located near the town of Geraldton

Of the thirty-six stations above thirty-four stations must be equippedwith all necessary hardware, software, and licenses to function as user communication stations only.

In accordance with Section 888(a) of the National Defense Authorization Act (NDAA) for Fiscal Year 2017 (FY17) (Public Law 114-328) as implemented by Defense Acquisition Regulation Supplement (DFARS) 206.302-1(c)(2), the justification and approval (J&A) addressed in Federal Acquisition Regulation (FAR) 6.303 is required in order to use brand name or equal descriptions in the solicitation for Regional Communication Station at Camp Lejeune, North Carolina

Carolina.The project consists of constructing a 13,000 SF Regional Communication Station of reinforced concrete on pile foundations, brick veneer, reinforced concrete floors, blast resistant doors, combination concrete deck steel frame supported roof with new roofing system, Network Operations Center (NOC) racks and equipment. 

The requirement is to operate, maintain, and repair the electric generating plants, uninterrupted power system (UPS), station battery systems, applicable AC units and associated equipment located at Owada Communications Station (Owada), U.S.
