(NJTPA) is seeking consultant support to perform an air quality conformity analysis on the FY 2022 Transportation Improvement Program (TIP) and Plan 2050, the current Long Range Transportation Plan (LRTP). The central purpose of this contract will be to: estimate the emissions of mobile source criterion- pollutants in the NJTPA’s non-attainment and maintenance areas from the regional transportation network using the U.S.

DEC seeks assistance in use of the model and technical support in conjunction with emission budgets and conformity determinations.

           * Demonstrated experience in performing General Conformity Determinations under the Clean Air Act.           * Demonstrated experience in performing cultural resource surveys in the Northeast region.           * Demonstrated experience in performing economic and social impact studies in support of USACE water resources projects.* Ability to render expert opinions (written and oral).

In the event the Contractor should propose a substitution of the specified equipment or materials, it shall be his responsibility to submit proof of equality and data of sufficient detail to enable the NJDOT to identify the particular product, the method of installation, and whatever else is required so a determination can be made as to its conformity to the product specified.
