This requirement is to procure commercial hardware and licenses for the NAVFAC Enterprise-wide use of Cisco equipment used on Control Systems Platform Enclave (CSPE). CSPE is a security solution built to provide maximum security and resiliency to building control systems and utility control systems within the critical infrastructure for the US Navy.
Naval Facilities Engineering Command Northwest (NAVFAC NW) currently runs Niagara AX as a systems unifier on a facilities controls systems platform network. We are beginning to migrate our existing facilities as well as develop new projects in Niagara 4 as required for operation on our new Control Systems Platform Enclave (CSPE) network. The control systems (CS) interface with local building and other control systems installed.
It is the County’s goal to continue on this single enterprise video surveillance and access control system platform with a single access card for all facilities.
The Naval Facilities Engineering Systems Command, Hawaii (NAVFAC HI) requires standardization and interoperability of its existing Direct Digital Control (DDC) systems that will require a connection to the identified installation networked facility control and monitoring system commonly referred to as the Control System Platform Enclave (CSPE).
Also, provide DoD approved network equipment and cabling from DDC HVAC control system to base fiber optic connection location within the building. Provide OSP fiber optic cable. The DDC system network infrastructure must be integrated or connected to the Control System Platform Enclave (CSPE). Then, the monitoring and control will be done at the Far East Facility Energy Operations Center (FEOC), CFA Yokosuka.
The NAVFAC Hawaii CSPE is part of the NAVFAC enterprise solution to cybersecure all NAVFAC maintained industrial control systems.
