The Government requires the Contractor to provide Engineering and Professional Support Services (EPSS) in support of weapon systems and subsystems for the Conventional Prompt Strike (CPS) program for the United States.The planned requirement is for EPSS, in support of both Navy CPS requirements and Army Long Range Hypersonic Weapon (LRHW) requirements due to the use of a common All Up Round (AUR) in both weapons systems.
The authority permitting a sole source acquisition is FAR 6.302-1, "Only One Responsible Source and no other supplies or services will satisfy agency requirement". The period of performance for this software is 09/30/2021 - 09/29/2026. ELITE is proprietary software developed exclusively by Softeon and Softeon allows no other company to either resell or maintain their software.
Statutory authority permitting other than full and open competition:Title 40 U.S. Code 113 and AIDAR 706.302-70(a)(2) permits other than full and open competition when it would “impair or otherwise have an adverse effect on programs conducted for the purposes of foreign aid, relief, and rehabilitation.” AIDAR 706.302-70(b) sets out the circumstances under which this authority may be used.
This contract is for the upgrade of AAG Power Conditioning Subsystem (PCS) Control Boxes and Charging Power Supplies (CPS). This effort is for the update of the PCS and CPS drawing updates as well as necessary procedure updates to endure proper boot timer configurations of the CPSs.
EPS also engages in negotiating permit requirements, actively seeks programmatic permits for efficiency, and conducts reviews of technical studies. The Entitlements & CEQA Compliance (ECC) Section of E&CP collaborates with the EPS Section on projects requiring a discretionary permit.
