The Town of Chapel Hill, North Carolina requests proposals from firms or teams qualified to work with the Department of Affordable Housing and Community Connections on the creation of an Affordable Housing Plan. The Affordable Housing Plan should incorporate the existing strategies, data, reports, and Work Plan the Town has used to study and address the need for affordable housing.

The RGP will be used to help fund the creation of new affordable housing and/or preserve existing affordable housing in the City. The RGP provide loans to developers (borrowers) for the creation and/or preservation of affordable units. The RGP is designed to increase the supply of decent affordable housing and to eliminate health, safety and property maintenance deficiencies as well as to ensure compliance with applicable codes and standards.

Title: Affordable Housing Development Projects Description:  In the spring of 2018, the Ohio Housing Finance Agency (OHFA) received an increase in the number of 9% Low-Income Housing Tax Credits (LIHTC) it can award from 2019-2021. OHFA has designated a portion of the increase, about $9 million in tax credits, to furthering the creation of diverse and accessible communities in Cleveland, Columbus and Cincinnati.

At a minimum, deliverables are anticipated to include: • Creation of advisory committee • Work plan and schedule • Public engagement plan, materials, and facilitation • Presentations and updates to the Planning Board and Town Council • Regular progress meetings and reports • ArcGIS file geodatabase and GIS packages for all maps • Draft, revised, and final Affordable Housing Plan • Early implementation tools, if requested, as described under optional

In 2018, regional voters approved a $652.8 million Metro Affordable Housing Bond (Housing Bond) for the creation of 3,900 affordable housing units in the region.

Proponents are encouraged to leverage other funding dedicated to the creation of affordable housing. The following projects are not eligible: ➢ Secondary suites in owner-occupied housing ➢ Nursing and retirement homes ➢ Owner-occupied housing ➢ Space currently occupied as residential rental ➢ Student residences Funding is provided as a forgivable capital loan paid during construction or at building purchase.

To ensure a Fund size adequate to meaningfully support the creation and preservation of affordable housing, the County anticipates a minimum leverage of $2.50 in private capitalization in the Fund for every $1 of public investment.
