The Government plans to utilize the Delivery Protection Program (DPP) competitive procedures to fulfill this requirement.  The DPP competitive procedures allows the Government to award Mission Essential Quantity (MEQ) to a proven source pursuant to FAR 6.302-1 while an unproven source is manufacturing a first article.
