The Naval Surface Warfare Center Philadelphia intends to procure RTI Connext DDS Secure software , developer package and support package license renewal on a Sole Source basis from Real Time Innovations (RTI). The proposed contract action is for supplies or services for which the Government intends to solicit and award with only one source under authority of FAR 13.106-1 (b) (1) (i).

The basis for restricting competition is for the following reasons: Altair Engineering, Inc. is the sole developer of the Hyperworks software package and the only qualified company that can provide the required annual licenses.  The NSWCCD intends to award a firm fixed-price purchase order to Altair Engineering, Inc. using Simplified Acquisition Procedures.        

Developers with experience in filtering out these agents from ambient air are encouraged to describe how they could support this development effort.  Developers with experience in designing equipment for decontamination are encouraged to describe how they could support this development effort. 

Custom software (SW) and SW licenses are required to support the computer that controls the Panacea test system.  This SW includes Builder, Runner, Panorama, RxStudio Pro, and RxStudio Developer SW packages for three systems.  These SW packages provide the user interfaces to the test system that allow setup for automated processes in the test and evaluation of GPS and multi-GNSS receivers.
