The overarching goal is to understand the extent of pathway and trail needs, development of trails using existing canal infrastructure, connection of new trails development, development through maintenance, and the resources required to meet these needs. This will lead to strategic development of new facilities as well as implementation of a maintenance regimen upon completion.

The strategic plan may include implementation of the strategic facilities plan, program/service line development, growth and enhancement, population projections and changing demographics, population health strategies, and industry and/or legislative changes on the horizon that will affect the way Harris Health provides care in the future.
The study will assist the Parks and Recreation Department in the formation of its goals, policies, and strategic plans; future development of program areas and facilities to meet the needs of the community, and demonstrating if programming or facility deficiencies exist throughout or in the regions of the County.
