    Material will be scooped from the river bottom and loaded onto a barge, most likely a bottom-dump barge.  While the barge is being loaded, the contractor will be allowed to overspill excess water from the barge, to be discharged a minimum of 2 feet below the river surface.  Water quality monitoring will take place upstream (for background) and downstream of the dredge (as described in a monitoring plan for this project).
