For this program, NASA desires to procure one or more data sets/information products and associated meta-data (documentation, access routines, precision orbits, basic characterization information and other necessary information) based on Earth observations derived from Earth-orbiting, small-satellite constellations designed and operated by non-governmental entities, particularly the private sector.

Broadly distributed and dense coverage is desired and may of necessity include more than one satellite constellation. Based to a large extent on what is learned from responses to this RFI, NASA may release a Request for Proposals (RFP) to provide sample data and technical support needed for a pilot study to derive precipitation rate on the line-of-sight between a satellite (or satellites) and at least two ground locations.

The design and autonomy of small spacecraft shall be supplemented with modeling and simulation environments that include orbital dynamics, communications among multiple spacecraft, as well as spacecraft and earth-based stations.

The initial secure voice capability was created by General Dynamics and utilized the 9505A handset for secure voice capabilities using the Iridium constellation.  The 9505A-based secure voice capability is nearing end of life.  The new 9575A handset, combined with the Iridium Security Module 2 (ISM2), has been developed as a follow-on EMSS secure voice solution.  

This Request for Information inquires about mature infrared payloads for space-based sensing, constellation architecture(s), resiliency methods, and mission data processing parameters. Responses to this RFI will inform SDA’s Tranche 2 Tracking Layer planning in fiscal year 2023 for subsequent contract award in FY2024.
