Johnston Technology has proprietary authorization to perform maintenance on Eaton 9390-100-120, VRLA Sealed, and 40 equipment Services. As a result, any contractor other than Johnston Technologies that would be allowed to work on, maintain, and/or tamper with the current system in any capacity would void the warranty of the Eaton equipment. Voidability of said warranty cannot be permitted.

The successful bidder MUST be capable of utilizing the Eaton software OR SIMILAR for every troubleshoot or inspection of our UPS units.  

All responsible sources may submit a capability statement (capability to access proprietary Eaton software and authorization to do so must be demonstrated), proposal, or quotation which shall be considered by the agency.

VA TVHS currently has a UPS service maintenance contract [36C24923P0364] with Eaton Corporation from 3/11/2023 through 3/10/2027, which does not appear to cover replacement of the UPS batteries rather it covers sealed battery preventive maintenance. Market research confirmed that these two Eaton Powerware 9390 UPS units use proprietary Eaton software for battery and power management and monitoring.

Foreseer is Eaton s proprietary software which is being used to monitor the Milwaukee VA Medical Center s electrical power systems, both normal power and emergency power. This software provides engineering information needed to properly operate the electrical system, including alarms to alert engineering of any abnormal condition requiring operator intervention.

The Office of Business Solutions Acquisition (OBSA); Treasury Operations Branch (TOB), intends to negotiate a sole-source acquisition with Eaton Foreseer Version 7.3 for software upgrade.  Please see attached full Notice of Intent to Sole Source Eaton Forseer Version 7.3
