The purpose of this agreement is to conduct an industrial emissions leakage study for the California Cap-and-Trade Program in the context of the accelerated 2030 GHG emissions reduction target that (1) assesses the emissions leakage risk potentially posed by the Program, and (2) evaluates possible changes to reduce the risk of leakage.
