Environmental Emergency Response Plans Contractors will submit an Emergency Response Plan within 5 days after for disaster recovery. All Plans must include a 24-hour response plan to facilitating immediate actions for disaster recovery, containment, and/or cleanup operations. Contractors are expected to include the manpower and equipment, logistical support, and operation oversight to manage various environmental emergencies.

Pacific Commercial Services (PCS) was determined the only responsible source as they are the contractor that provided response to the three emergency events and the environmental products requiring disposition is currently stored in PCS assets.

The ARFF services include training and staffing in accordance with COMDTINST M5100.47D (series), Safety and Environmental Health Manual and National Fire Protection Association (NFPA) 403 standards. This includes the provision of ARFF vehicle and associated maintenance and repair, the provision of ARFF necessary equipment and emergency communication systems, and environmental spill response in accordance with NFPA 412 and 414 standards.
