Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) awarded this fixed price contract under authority 10 U.S.C. 2304(c)(1) and in accordance with FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirement.This service contract was awarded to American Association for Laboratory Accreditation (A2LA) for $33,100. Competition was limited to A2LA, as they are the only source for this requirement. The J&A further documents the rationale for other than full and open competition.
Any lab making an offer for waste water testing and analysis must be accredited as per 30 TAC, Chapter 25, Environmental Testing Lab Accreditation and Certification and for drinking water testing andanalysis must be accredited as per 30 Title, Texas Administrative Code 290.121(a) Environmental Testing Lab Accreditation and Certification. TCEQ NELAP accreditation is mandatory.
