The purpose of this proposed contract action is to procure the TracPhone KVH V3 HTS Satellite Communication Antennas and associated peripheral equipment for Commander, US Naval Forces Southern Command (COMUSNAVSO). PLEASE REFER TO ALL ATTACHMENTS
As part of this requirement, the USCG will not be purchasing equipment. The airtime service must be compatible with KVH TracPhone V7-HTS, Part # 01-0408-17CG, equipment that the Coast Guard currently owns and has identified for use in this technical demonstration.
The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation.This requirement is not eligible for small business set-aside.The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to procure three (3) KVH 1775 IMU developer kits (P/N 01-0363-01) and three (3) interface harnesses (P/N 32-1293-02). The original equipment manufacturer is KVH Industries, Inc.
Utilizing a different vendor for the requested hardware would result in an unanticipated and unbudgeted duplication of costs estimated to be in excess of $400,000.00 and an estimated three (3) months to test, develop and field new equipment and processes. Awards will be made to multiple vendors on an incremental basis during the solicitation offering period. Vendors are encouraged to submit a response as soon as possible. As proposal responses are received at or on a periodic basis, they will be opened, evaluated, and either accepted or rejected by the District, based on the criteria outlined within the request for proposal. Awards will be made throughout the open period of this solicitation and will be made upon acceptance of a proposal response. Applicants will then be notified of the District's decision.
