    MCA is the lowest price, technically acceptable bidder. Lanterra was the lowest bidder, but they failed to supply a technical proposal of any kind, therefore their proposal is technically unacceptable. Williamsville Resources II LLC provided a technical proposal that was marginal at best due to the fact that they merely copied sections from the SOW. It was noted that when they were cutting and pasting from the SOW, they actually deleted the part in the SOW that referred to asbestos containing materials that are present on B-34 and the requisite abatement. Due to this major omission, I consider this proposal technically unacceptable. Gold Wave proposal was found to be technically acceptable.
