Quotation conforming to the Solicitation requirements will be evaluated in accordance with the Method of Award set forth herein. The Government will award The Agreement to the selected Quoter, subject to the conditions set forth herein.

However, any award from this RFQ shall require the potential vendor to be certified within the System for Award Management System (SAM) and completion of Reps and Certs in the SAM system prior to award at www.sam.gov. The Offeror's quote will be evaluated, using one or more of the techniques defined in FAR 13.106-3 in order to determine if it is fair and reasonable.
