The Defense Commissary Agency (DeCA) is releasing the Request for Information (RFI) to invite Industry to review and submit comments for the Engineering Directorate Facility Data Asset Management Program “Draft” Statement of Objectives (SOO), SEE BELOW.  DeCA is seeking feedback from industry to assist in the development of the “Final” SOO.  Questions will be accepted until April 25, 2022, 4:00 pm, EST.

Once implemented, the consultant will troubleshoot issues with the implementation, work with the City’s Facilities Department to upload asset data for existing facilities and with the City’s construction contractor to upload asset data for new facilities (currently under construction).

Additionally, the data from the Facility System Asset Inventory will be imported into the city’s new Enterprise Asset Management software to track asset conditions, work history and replacement costs. The most recent citywide facility condition assessment, assessing only some of the city facilities, was performed in 2011.

The contractor shall report required real property in accordance with the DoD, Real Property Acceptance Requirements (RPAR) V2, 15 May 2015, Real Property Inventory Requirements (RPIR), January 2005 and in alignment with the Naval Facilities Engineering Command (NAVFAC), P-78 Real Property Inventory Procedures Manual which identify the required information for inclusion into the internet Naval Facilities Assets Data Store (iNFADS) system. 

The USMC Infrastructure Reset Strategy seeks to reduce costs in facility maintenance by eliminating inefficient facilities while focusing sustainment funding on mission essential facilities. This process involves asset management for global, regional, and local geographies. Infrastructure Reset requires the ability to define data elements below the building level at resolutions below the class II real property facility level.

For purposes of this section, return is defined as physical receipt of the F-condition asset at the contractor's facility as reflected in the action data entery in the commercial asset visibility (CAV) system.

The ideal candidates must specialize in asset management and asset analysis decision support systems, with proven experience and knowledge in the field of facilities management, asset inventory, data analysis, data processing, and software implementation.
