ELD supports all of Oregon's young children and families to learn and thrive. The Office of Child Care ("OCC") within ELD promotes safe, quality, affordable, and accessible child care. ELD currently manages two (2) different platforms; one (1) for the OCC and one (1) for other programs of ELD and its Early Learning Council ("ELC").

The ECI Program serves families with children, from birth up to age 3, with developmental delays, disabilities or certain medical diagnoses that may impact development. ECI services support families as they learn how to help their children grow and learn.
