Constructed in 1958, the pier was surrounded with a wood fender system designed to protect the pier and provide berthing for vessels. The original fender system consisted of 652 timber piles, connected to the pier deck by blocks, wales and chocks, and braced by a lower horizontal wale located one to three feet above MLW. Through the past sixty years the fender system has deteriorated, and has created a hazard for incoming vessels.
