This Request for Proposal (RFP) is for the purpose of establishing a contract with a qualified professional consulting firm to assist Lake County in the 457 (b) Retirement Benefit Plan Fiduciary Risk Mitigation & Plan Governance including developing an investment policy statement (IPS) to provide a framework for selecting investment options in the plan; Investment Advisory Services; Vendor Due Diligence; Fee Benchmarking and Negotiation and Vendor
This extension will allow adequate time to transition and implement various assessments which include: Pre-Award Surveys, Fiduciary Risk Assessments, Financial Reviews, Pre-Payment Verification, Host Country Contracting Capability Assessments, Audits, and Technical Assistance. To meet future needs for assessments and audits,USAID/Uganda is in the process of establishing a new multiple-award BPA.

PCDS will help the Mission to mitigate its fiduciary risks effectively and also assist the Mission's implementing partners to (1) increase capacity to manage and account for U. S. Government funds, (2) reduce the vulnerability of waste and misuse of such funds, and (3) increase speed and efficiency in disbursing U. S.
These services will include provision of the technical assistance required to assess organizational fiduciary risks. In addition, support is needed in risk management and capacity development that will enable organizations to support USAID and Pakistan’s common goals and development objectives.
