The Executive Director reports to the Board of Directors of the Authority. Staffing for the Authority is provided by the County.

In 2014, the California State Senate approved the creation of Enhanced Infrastructure Financing Districts (EIFDs) (Senate Bill (SB) 628), which are tax increment financing districts to help fund economic development projects including but not limited to, road and transit projects, sewage treatment plants, water treatment facilities, flood control, childcare facilities, libraries, parks and recreations space, housing, etc.
