The services are for DISA applicants or current employees requiring background investigation for personnel security clearances in the National Capitol Region, throughout the United States and its territories. 

The vendor is required to provide live scan fingerprinting and file transmission.  Submitting fingerprints electronically provides improved image quality, reduced rejection rates and faster processing time.  The vendor must be authorized by the Federal Bureau of Investigation (FBI) as a private channeler; allowing the vendor to submit fingerprints and receive the results directly from the FBI. 

The successful contractor shall provide all personnel, equipment, tools, supervision and other items and services necessary to provide for both the collection and secure transmission of fingerprints to the USMS’s government background investigations provider, the Defense Counterintelligence and Security Agency (DCSA).

The Naval Supply Systems Command (NAVSUP) Enterprise has a requirement to collect and submit electronic fingerprints via the Secure Web Fingerprint Transaction (SWFT), as part of the Department of Defense security clearance investigation process, to the National Background and Investigation Bureau (NBIB), provided to all potential employees located in the continental United States and Hawaii.
