Fourth Generation Escort Vehicle (EV4) in support of the Office of Secure Transportation (OST), NA-15.

The Department of Energy (DOE) National Nuclear Security Administration’s (NNSA) Office of Secure Transportation (OST) is announcing its intent to establish a new contract to develop and produce the Fourth Generation Escort Vehicles.  The DOE/NNSA intends to issue a Request for Proposal (RFP) for the Fourth Generation Escort Vehicle (EV4) within approximately 30 days of this notice.

This would become the US Navy's fourth-generation electro-optic subsystem, and therefore is hereafter referred to as the EO4 subsystem. Industry comments were received in response to the N68335-17-R-0204 request for information, some of which included questions about the draft EO4 Performance Specification, which is an export-controlled document.

The Government's response to the Questions and Answers dated April 7, 2020 is attached,The due date for submission of the Offeror’s Statement of Capability is April 10, 2020 at 5:00 PM, MDT.The Government will not accept questions after April 1, 2020.It is the responsibility of all potential offerors to monitor the www.beta.SAM.gov website on amendments, updates, or responses to questions and answers.

Responses shall be submitted via e-mail to DLAEnergy- ESPC@dla.mil. Emailed submissions shall not exceed 10 MB.

Navy Third Generation Electro-Optical (EO3) consoles with a modernized version, commonly referred to as the Fourth Generation EO (EO4).2. At 1300 on 14 September 2017, the Government will provide a presentation that outlines the preliminary strategy and general timeline for the EO4 program. The presentation will be held in an AUTOTESTCON conference room, after which the Government will conduct a question and answer period.
