The contract will be awarded to Foster-Miller Inc. Market research has determined that this is a sole source requirement IAW FAR 6.302-1.

GENERAL SCOPE The PFD shall be a lifesaving item intended to eliminate the risk of the paratrooper drowning by maintaining the head above the surface of the water when EPs are properly performed. The PFD shall support all of the Army’s Mass tactical and Ram Air parachute systems when accompanied with the paratrooper mission essential combat load.
The ITFSS must be compatible with a fully combat equipped paratrooper consisting of, but not limited to body armor, Modular Airborne Weapons Case (MAWC) and current rucksacks, utilizing T-11, MC6, and RA1 parachute systems (T=O).
