, 2024 Waterway: Akutan Harbor Any applicant for a federal license or permit to conduct an activity that might result in a discharge into navigable waters, in accordance with Section 401 of the Clean Water Act (CWA) of 1977 (PL95-217), also must apply for and obtain certification from the Alaska Department of Environmental Conservation that the discharge will comply with the CWA, the Alaska Water Quality Standards, and other applicable State laws.
The City of Oxnard is requesting proposals from experienced consulting firms to conduct a Feasibility Study (“Study”) with viable mitigation measures to improve the water quality in the Channel Islands Harbor (“Harbor”). The Study will include as part of the Scope of Services development of an ImplementationPlan with cost estimates for the viable strategies. These strategies will be prioritized and include potential funding sources.
The Department also has water rights for diversion of these streams, and requires monitoring of diversion flows and quantity to properly manage the property, meet State Water Quality Control Board and Watermaster District reporting requirements, and to meet commitments made as part of a Federal Safe Harbor Agreement. The scope of work includes providing three water quality (flow) monitoring stations that collect data every 15 minutes.
