The sole source determination is based on the National Weather Service (NWS) requirement that the University of Hawaii is the sole source for providing parking space permits for the Weather Forecast Office (WFO) located on the campus of the University of Hawaii. There are no other sources of parking within walking distance available to the NWS employees.
