Bid Description: Through this Request for Proposal (RFP) the Agency of Transportation (hereinafter the “State”) is seeking to establish contracts with one or more companies that can provide AOT VTrans a State Highway Access and Work Permit (S.1111) solution. Currently, VTrans receives 19 V.S.A. §1111 permit applications by standard mail or PDF submission and accepts only paper checks for those subject to a fee.

Currently VTrans State Highway Access and Work Permits are managed by the VTrans Permitting section via PDF forms and associated attachments submitted by applicants. The permitting section works with regional offices and other departments within the Agency to ensure due diligence in processing permits. This work is primarily carried out via email.

Part of the work will take place within the State Highway Layout, owned and operated by MassDOT, and is subject to the requirements in the MassDOT Highway Access Permit issued for this project.
