The Corps of Engineers Norfolk District is soliciting comments from the construction community addressing the potential use of a Project Labor Agreement (PLA) for the Construction of an Ammonium Nitrate Solution (ANSol) Thermal Destruction Facility at Holston Army Ammunition Plant, Kingsport, TN.  Please review the attached document for further detail

The project will be constructed at Holston Army Ammunition Plant in Kingsport, TN.  The proposed contract period of performance (PoP) will be for 1,640 calendar days which includes design, permitting, and construction.  The Design-Build contractor shall develop a full design, obtain required permits, and construct a complete and usable facility.

The project will be constructed at Holston Army Ammunition Plant in Kingsport, TN.  The proposed contract period of performance (PoP) will be for 1,095 calendar days which includes design and construction. 

The Army Contracting Command-Rock Island (ACC-RI), on behalf of Project Manager, Maneuver Ammunition System; Product Director - Joint Products, intends to issue Request for Proposal (RFP) W52P1J-16-R-0193 for the production and supply of explosives at the Holston Army Ammunition Plant. This solicitation is restricted to BAE Ordnance Systems.  Offers from concerns other than the above are not solicited. 

RFI - HSAAP Facility Tours Due to COVID-19 impacts, to date the Government has been unable to conduct tours of the HSAAP facility in support of its upcoming competition. In order to maximize the value of tours moving forward, the Government is requesting specific feedback from industry on the manner in which tours should be conducted. Topics the Government is seeking feedback on include, but are not limited to, the following: Number of visits and timing of each (i.e. immediately, pre-RFP release, post-RFP release, etc.) Tour duration (one day, two days, one week, etc.) Tour structure (i.e. on-site windshield tour, on-site building walkthrough, tour with equipment running or shut down, etc.).
