Hypack software is used by Office of Coast Survey and all NOAA hydrographic survey ships for critical mission activities including, but not limited to, survey planning and acquisition of survey data (e.g., multibeam sonar bathymetry). OCS requires extended maintenance renewal for perpetual licenses of Hypack software products including Hysweep, Hypack Max, and Hypack Survey.
This will benefit the enterprise in multiple ways, including reduced time spent managing many contracts, allow for leveraging economies of scale in negotiation and bring all Districts up to current with software licensing in accordance with CIO/G6 software versioning requirements. HYPACK licenses are proprietary software. This notice will be posted for fifteen (15) days.
The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Simplified Acquisition Branch intends to negotiate on a sole source basis with Hypack, Inc., a YSI company, 56 Bradley St., Middletown, CT 06457, using the procedures in FAR Part 13, to provide Hypack software maintenance.
HYPACK/HYSWEEP, by Xylem brand, is an industry software standard for survey planning, collection, and processing of hydro-acoustic data. HYPACK is a hydrographic software package that provides all the tools necessary to complete a hydrographic, side-scan, ADCP, and magnetometer survey. HYSWEEP is fully integrated into HYPACK as an additional module that is specifically needed for multi-beam calibration, data collection, and data processing.
The US Army Corps of Engineers, intends to sole source the procurement of Hypack Office software upgrade and maintenance plan renewal from Xylem Water Solutions U.S.A., Inc. The statutory authority for this sole source is FAR subpart 13.106-1(b).In an effort to increase productivity and maintain a high level survey accuracy, the Operations Division has proposed the new version of the Hypack software (2018).
